Specifications include, but are not limited to: The purpose of the Request for Proposal (RFP) is to solicit sealed proposals to establish a contract through competitive negotiations for the procurement of nicotine use prevention and control initiatives in New Mexico. NUPAC Goals for New Mexico are as follows: 1. Prevent Nicotine Use Initiation Among Young People 2. Promote Quitting Among Adults and Youth 3. Eliminate Exposure to Secondhand Smoke 4. Identify and Eliminate Nicotine-Related Disparities; Contracts will be funded under this RFP that will provide statewide reach to support the development and implementation of environmental strategies that encourage and reinforce nicotine-free lifestyles, behaviors, and smoke-free home environments, including prevention strategies for youth, prevention and intervention strategies for young adults, voluntary smokefree policy for multi-unit housing units, secondhand smoke protections for people in Native American communities, advisement and outreach with NUPAC-identified priority populations, and capacity development for nicotine control partners in New Mexico. Environmental Strategies 1. Manage educational and technical assistance initiatives that will provide statewide reach to support the development and implementation of environmental strategies that encourage and reinforce tobacco-free lifestyles and behaviors. a. Develop an Implementation Plan, specific to the Category for Funding, designed to support development and implementation of environmental strategies, incorporating technical assistance from the Nicotine Use Prevention and Control Program (NUPAC). Submit the plan to the NUPAC Contract Monitor for written approval at least two weeks prior to the tentative date of implementation. b. Implement the Implementation Plan, as approved by the NUPAC Contract Monitor. c. Review the implementation of the Implementation Plan with the NUPAC Contract Monitor, as needed. Assess the effectiveness of the plan and identify recommendations for continuous quality improvement. d. Update the Implementation Plan as needed, with technical assistance provided by the NUPAC Contract Monitor, and submit proposed plan updates to the NUPAC Contract Monitor for written approval prior to implementation. Training 2. Engage relevant contract representatives and partners in the development and implementation of a NUPAC-approved Training Plan, designed to increase contractor capacity to provide tobacco control activities.
