Specifications include, but are not limited to: The Secretary of State seeks proposals to provide a Campaign Finance System (CFS). We seek a system built for New Hampshire with the Secretary of State (hereinafter referred to as “NHSOS,” “SOS,” or “the State”) receiving a nonexclusive, non-transferrable, worldwide, irrevocable, royalty free, perpetual license to (i) use such Contractor Intellectual Property that is embodied in the Deliverables and (ii) reproduce, prepare, repair, modify or have derivative works made based upon the Contractor Intellectual Property as SOS may deem desirable or necessary for the SOS to further modify, enhance, or maintain the Deliverables and the Campaign Finance System for use in New Hampshire. The updated CFS must provide the features, user experience, and workflow of the existing system while also providing the additional capabilities and compatibility detailed; The proposal must include data conversion from the existing to the new CFS system.. Ability to allow candidates and political committees to complete and edit registration and contribution and expenditure forms via a web browser. The candidate/political committee should be able to print the registration form/contribution and expenditure report forms at their local printer. Once submitted electronically, the data should be simultaneously stored in the system and made available to allow on-line viewing of all filed records by the general public. . Ability to enter, store, edit, process and display contributions that contain at least the following fields: Contributors full name; Contributors home post office address; Contribution amount; Date the contribution was received. . Provide interactive help screens to candidates/political committees to assist them in completing the on-line forms. These should include the RSA’s or links to the RSA’s. . Calculate and display total contributions by one individual to one candidate/political committee in the on-line contribution and expense report. . Automatically calculate column totals and transfer data between reports. . Import data from Microsoft Excel and Access and/or to provide a mechanism for candidates and committees to maintain records on their PC and upload them to the system on the dates required by State law. . Export data to Microsoft Excel and Access readable format. . Ability to enter, store, edit, process and display a Candidate and Political Committee registration form that contains at least the following fields: names of the each of the following: Candidate, Chairperson Treasurer, Agent, Other identified officers. . The following information for each of the preceding: Physical address (PO Box, Street, City, State, Zip & Zip+4); Mailing address (PO Box, Street, City, State, Zip & Zip+4); Occupation; Phone number; e-mail address. . Additional information for political committees as follows: A text field allowing the political committee to make a statement of its purpose; Yes/No field to identify whether the political committee will be making independent expenditures on behalf of a candidate; Text field to identify the name(s) of any candidates the committee will be making independent expenditures on behalf of; Yes/No field to identify whether the political committee will be making independent expenditures in opposition to any candidate; Text field to identify the name(s) of any candidates the committee will be making independent expenditures in opposition to.
