Specifications include, but are not limited to: a qualified vendor that can lead a process to engage the community to understand and document 1) the health and well-being of Vermonters, including strengths, needs, and priorities for action, and 2) what indicators of health and well-being are most meaningful for communities to inform planning and decision-making over time. The contractor will: 1. Attend planning meetings with Agency of Human Services/Vermont Department of Health staff. 2. Co-lead Steering Committee meetings and present regular updates on progress/findings to the Steering Committee. 3. Conduct an environmental scan of relevant data, reports, or needs assessments (e.g., hospital needs assessments, workforce census, Healthy Vermonters data) to summarize what we already know and reduce duplication of data collection. 4. Design a community engagement process using methods such as focus groups, key informant interviews, community forums, attending existing community meetings, or other innovative approaches. This will include creating a workplan for review and comment by the Steering Committee and creating guides for discussion with community partners. 5. Carry out the engagement process, including outreach, scheduling, convening and all related costs. This will include arranging for interpretation and translation, providing refreshments as appropriate, and tracking participation. 6. Analyze and compile results from the community engagement process into a summary report, including a list of priority issues/indicators, and share findings back with the community.
