Specifications include, but are not limited to: The City of Concord, New Hampshire wishes to engage the services of a qualified firm or individual to provide the City with CONSULTANT services to manage the City’s Community Development Block Grant (CDBG) Program. Each firm or individual submitting a proposal must be experienced in grant writing and administering CDBG grants in the State of New Hampshire. a) For Housing/Public Facilities CDBG applications, beginning with the July 2023 CDBG grant round, CITY staff in conjunction with the CITY’s Community Development Advisory Committee (CDAC) will request grant proposals and ideas from local non-profit partners based in Concord. Once the proposals are received, the CONSULTANT and CITY staff will review and evaluate responses to said proposal request and make recommendations, both in writing and verbally at a CDAC meeting, to the committee regarding projects the CITY should seek CDBG funds to support. b) Draft all CDBG applications (including Housing and Public Facilities, Planning, Feasibility, and Economic Development). Coordinate all data gathering as well as all aspects of the grant application. Work directly with the non-profit organizations submitting the proposal to gather the necessary information and data to prepare the grant request from the CITY. Respond to NHCDFA inquiries and provide supplemental information, clarification as requested by NHCDFA. c) Attend all necessary meetings with NHCDFA concerning the CITY’s grant applications.
