Specifications include, but are not limited to: The contractor shall provide a statewide, convenient, telephone, web, and text-based tobacco use cessation quitline (hereinafter referred to as “quitline”) to assist tobacco users who wish to quit using tobacco products. The contractor shall provide such services for the Department of Health and Senior Services, Tobacco Prevention and Control Program; The contractor shall have experience in the delivery of tobacco cessation services, specifically successful experience in the delivery of telephone, web, and text-based (and other technology-based cessation services) cessation counseling services to diverse members. The contractor shall have the ability to bill and receive reimbursement from all participating health insurance plans, including Medicaid, for services provided. The contractor must provide reports, as described in Section 2.17 herein, that meet the requirements of the CDC Office of Smoking and Health and National Quitline Data Warehouse (NQDW) Quitline Services Survey and CDC Tips from Former Smokers Campaign as outlined herein. The contractor shall provide evidence-based comprehensive tobacco use cessation services via a toll-free, integrated tobacco-use telephone and web service, named “Missouri Tobacco Quit Services,” (MTQS) to all Missourians. All services shall be based on the recommendations contained in the following resources and be operational within ninety (90) calendar days after the state agency authorizes the contractor to proceed with services.
