Specifications include, but are not limited to: 1. Review all information related to the subject investigation provided by HHSC, including: policies and procedures, guidelines, rules, records, documents, photographs, video, and other information. The contracted investigation services should also request any information it deems relevant to the investigation not already provided by HHSC. 2. Conduct interviews with complainant(s), accused employee(s), and witnesses with direct knowledge of the issue(s) under investigation during regularly scheduled work hours on HHSC property unless other arrangements have been made and approved by the HHSC point of contact under this contract (“point of contact”) or his designee. For interviews not involving the HHSC Corporate Office or Oahu Region (i.e., currently Kaua’i Region, West Hawaii Region, and East Hawaii Region), interviews may be conducted via video conference call or telephone to the extent possible and advisable given the specific circumstances of the investigation. Interviews need not be recorded (audio and video). Interviews with off-duty HHSC employees shall be arranged through the HHSC point of contact or his designee. 3. Ensure that any employee-interviewee who is a member of a bargaining unit is allowed Union representation if requested, provided the Union representative is available within a reasonable time of the requested interview. It shall be the employee-interviewee’s sole responsibility to arrange for the Union representative’s attendance within a reasonable time, as determined by the interviewer after discussion with the HHSC point of contact under this contract. 4. Identify, request, obtain, and submit all information as appropriate and necessary to the investigation. 5. Inspect and document investigation location(s) as deemed relevant to the investigation by contracted investigation services or the HHSC point of contact under this contract.
