Specifications include, but are not limited to: Through this Request for Proposal (RFP), the Vermont Agency of Human Services (hereinafter the “State”) is seeking to establish a contract with a vendor to provide technical assistance in the planning, development, and implementation of a Supportive Housing Assistance Program in the Medicaid program which will be effective in 2024. Technical assistance (TA) will include: A. Stakeholder engagement that is broad-based, tailored to local communities, and accessible to people with disabilities. The State is seeking an engagement plan that includes various modalities, including in-person modalities, and is designed to reach disparately impacted populations such as the homeless, LGBTQ, BIPOC, refugees, immigrants, and other communities. B. Benefit design and documentation that meets the requirements of the State’s Global Commitment to Health Section 1115 Demonstration Waiver and is in alignment with services under 1915(c) and 1915(i) authorities and addresses to be identified through the stakeholder engagement process. C. Housing policy alignment strategy development to maximize current supportive housing resources across systems of care by reducing duplication and promoting program alignment to enable an effective and coordinated system for accessing supportive services, rental assistance, and housing options.
