Specifications include, but are not limited to: The Office of the Vermont State Treasurer (“Treasurer”) is seeking to establish a contract with outside counsel to provide the State with legal services in the areas of Other Postemployment Benefits (OPEB) investment agreements including contracts, corporate governance, fiduciary duties and ethics, tax, compliance, insurance, and cyber security (collectively, “Investment Counsel services”). Additionally, the Treasurer is seeking benefits counsel services if also provided by bidders, that would provide expertise in IRS/tax compliance, HIPAA compliance, as well as overall federal law compliance for benefit systems (“Benefits Counsel services”). Interested bidders may provide bids for only Investment Counsel Services, only Benefits Counsel Services, or both.
