Specifications include, but are not limited to: The PSA shall be produced in High Definition consistent with file transfer protocol (FTP) specifications required by the major local network affiliate stations and cable companies. Contractor shall deliver the final PSA to these stations and cable companies as directed by the State, retain the digital files indefinitely, and make them available for transfer to stations upon request at any time in the future, until informed otherwise by the State. The contractor shall provide the State with a digital copy of the PSA along with a reduced sized version in a format that can be used in PowerPoint presentations and posted online on the DLNR/DAR website and Vimeo account. Specifications for this version will be agreed upon mutually. The following is required: • Storyboarding • Script writing • Location shoots as necessary • Editing • Special effects, computer generated graphics, animation as necessary • Equipment, crew, and post-production facilities • Non-union on-screen and voiceover talent with no time limit on use • Non-copyrighted music • Closed captioning Two (2) different ending tags are required, to indicate whether the spot is a paid or public service announcement. Sponsor logos will be included with the ending tags, and all graphic and text elements will remain within the Standard Definition safe area.
