Specifications include, but are not limited to: Assessment: Analyze and expand, as needed, a previous assessment commissioned in 2017 by the Marketplace and the Department of Public Works. The new assessment will include the 4 blocks of the Church Street Marketplace from Main St. to Pearl St. to determine high priority areas that are in need of maintenance, may create trip hazards, and cause pooling of storm water. This assessment should including but is not limited to: settling and heaving spots around utilities, catch basins, manhole covers, tree cells; assessment of subsurface vaults; damaged, cracked and missing pavers; impediments to proper storm water runoff. The assessment shall include the intersection of Church Street and College Street and the intersection of Bank St. and Church St. but shall exclude all other intersections. b) Prioritization: The Firm will then propose a prioritization of work to be conducted. This prioritization should be informed by public safety, and accessibility and the Firm shall provide reasoning for their prioritizations. Work shall be prioritized into two phases, with the first to be an estimated amount of work that could be completed within the City’s current available budget; and a second for a future phase of work. c) The Firm shall also provide design details, if applicable, to the suggested repair; with prioritization towards the scope of work to be under the first phase. d) Estimates shall be prepared to quantify all work and provide an opinion of cost. Estimates shall be organized into the two phases of work.
