Specifications include, but are not limited to: The cleaning is an essential service that can not be discontinued, since sanitation is involved. At the time ISDA entered into the temporary agreement, we expected the ITB to be completed within the three month period. Drafting and approving the ITB took longer than expected because of revisions to the scope of work. ISDA has a staffing shortage in our facilities department, and we have had a difficult time keeping custodial team members on the staff. Where we used to have 5 or 6 custodians on staff, since summer of 2022 we have been down to 2 permanent custodians. Between the two staff members, we are able to keep the labs clean, but our main building facility has needed help with cleaning.
