Specifications include, but are not limited to: • A brief description of the firm and its qualifications in the carbon credit marketplace. • A summary of the firm’s experience in calculating and acquiring carbon credits. • A description of possible avenues the RRC could take to develop carbon credits through the plugging of abandoned oil and gas wells. • Methodology to measure methane emission data before and after plugging and calculate the amount of carbon credits per plugged well (methane/CO2 reduction). • If applicable, methodology to measure undeveloped hydrocarbon before and after plugging and calculate the amount of carbon credits per plugged well (undeveloped oil and/or gas). • An evaluation of carbon registry program criteria for different carbon registries that would support carbon offset credits developed from State activities. • Organization(s) that would certify or award those carbon credits. • Platforms or markets that could be used to sell or trade RRC-generated carbon credits. • Possible compensation structures that a firm could utilize that would provide value to the RRC and the firm. • The firm’s capabilities to oversee the development, and sale of certified carbon offsets, including but not limited to registration, participation, and all regulatory and/or legislative compliance reporting. • The legal basis with statutory citations for RRC to take the proposed action described herein. • Submission of questions or clarification to the RRC POC listed below, the firm may have.
