Specifications include, but are not limited to: The Idaho Commission on the Arts has requested an exemption from competition for the purchase of Annual Hosting, Maintenance, and Support for Online Grants Management System. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. For several reasons it is impractical to engage in competitive bidding for a new system at this time. First, the system is functioning adequately, and the agency is satisfied with its performance. Second, both the agency and its constituents have become accustomed to using this system and changing to a new one would create a substantial administrative and constituent-service burden. Third, bidding for, and acquisition of, a new system would likely require a significant time commitment, and would result in substantial one-time set-up charges that would run into tens of thousands of dollars. Instead, the agency would prefer to maintain the existing relationship with the software vendor, Dulles Technology Partners, Inc., and simply pay for ongoing maintenance, support, and hosting at an annual cost of $6,600.00. This software is proprietary to the vendor and hosted on the vendor's site. Therefore, competition is essentially impossible as no other software company would be able to access or maintain the software.
