Specifications include, but are not limited to: The Idaho Industrial Commission has requested an exemption from competition for the purchase of Medical Fee Benchmarking Study. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator’s decision. For each of the last four years, Milliman has readily provided the specific information needed to assist the IC in the evaluation of the medical fee schedules. The information has been provided at a reasonable cost. Given our experience with the failed RFP and ITB, it appears there is inadequate competition with a limited pool of vendors in this area of expertise. The IC therefore requests approval to negotiate with Milliman in order to fulfill our statutory obligations to adjust the medical fee schedules. This is an interim request until the anticipated statewide contract for Actuarial Services is established.
