Specifications include, but are not limited to: The State of Delaware Department of State, Public Service Commission (“PSC”), seeks professional services to assist the PSC in various dockets, matters and activities involving public utilities regulated by the PSC and the Federal Energy Regulatory Commission (“FERC”) as needed on an ongoing basis. Those matters and activities include, but are not limited to, drafting and providing testimony in utility rate and other cases, including litigation support when needed; reviewing reports and/or filings made filed by regulated utilities and providing advice to the PSC thereon; drafting and preparing reports or comments to be presented to the PSC and FERC; negotiation support for the PSC in utility disputes; negotiating with public utilities on behalf of the PSC; and consulting with the PSC regarding regulatory strategy. This RFP does not preclude the PSC from issuing RFPs for specific dockets, but it will create a pool of consultants that the PSC can engage in an efficient and timely manner.
