Specifications include, but are not limited to: The Kansas City Area Transportation Authority and the Mid-America Regional Council (MARC) seek consulting services to complete the Kansas City International (KCI) Public Transit Services Action Plan for the Mid-America Regional Council. • Stakeholder and Community Engagement. This phase of work will include interviews with key stakeholders, a KCI Passenger Survey, focus groups and public engagement and other outreach events. • Needs Assessment. A needs assessment process will be conducted to determine baseline conditions, travel demand and special event scenarios. • Alternative Identification and Evaluation. Alternatives for various service models will be developed and evaluated based on a range of performance metrics, costs, etc. • Action Plan Development. An action plan for implementation will be developed, including priorities, agency roles, financial plans, etc. Specifically, this action plan will include: 1. Stakeholder and Community Engagement a. Key stakeholder interviews i. KCATA, Johnson County Transit, Kansas City aviation, Unified Government Transit, IndeBus, etc. ii. Various region wide and local area chambers of commerce and similar agencies (ex: Wyandotte Co. Economic Development Council). iii. Local government officials with cities of Kansas City, Missouri; Unified Government of Wyandotte County and Kansas City, Kansas; Overland Park, Independence, Jackson County, Leavenworth County and others iv. Fort Leavenworth v. Visit KC/Visit KCK, KC Sports Commission, liaison the local world cup planning team vi. KCI Airport area businesses. vii. Various other MARC stakeholders and the general public
