Specifications include, but are not limited to: The contractor selected as a consequence of a successful response to this Request for Proposals will provide technical support, technical review and reporting services, and collaboration and consultation services to the New Hampshire Department of Energy (Department), as applicable, to assist the Department’s federally funded Weatherization Assistance Program (WAP) in meeting its obligations to: Monitor WAP work at each of the five Community Action Program (CAP) territories in New Hampshire, assisting the Department with the annual monitoring of each CAP’s management of the WAP funding in its territory for WAP program years 2022 (year ending June 30, 2023) and 2023 (year ending June 30, 2024). Assess the need, largely as a result of the monitoring work, for technical assistance to increase weatherization knowledge, skills, and abilities among all WAP personnel. Revise and update the current NH WAP Policies and Procedures Manual (P&PM) to a new 2023 edition, providing guidance and resources to WAP practitioners in NH, at both the Grantee and Subgrantee levels, in conformance with federal WAP rules and guidelines, as well as with New Hampshire WAP practice and current collaboration with other funding sources. Part of this project will include devising a way to keep the P&PM current on an on-going basis, to avoid widely spaced and all-encompassing content overhauls. Most of the work on the P&PM will occur in the second year of the contract.
