Specifications include, but are not limited to: The explicit objective of this Plan is to provide long term economic recovery opportunitiesto communities statewide, with a focus on those regions or counties struggling the most with job losses and declines in demographics and income levels. Phase one of this project will focus on quantifying PFAS in POTW influent, effluent and septage hauled to and disposed at POTWs. The State will use the results from phase one of this study to inform investigations into PFAS sources via targeted collection system testing. The State isseeking a contractor who will coordinate quarterly sample collection at each of Vermont’s 94 POTWs and analysis for PFAS utilizing current analytical methods. This first phase of the project is expected to occur over one year. The contractor must provide results to the State in a timely manner, including monthly data updates and at recurring meetings with the State staff. Upon completion of phase 1, the information obtained will be used to select municipalities for additional PFAS investigation. The second phase will involve collaboration with the State and municipal officials to plan and conduct targeted collection system sampling for PFAS analysis for determination of mass loading to POTWs.
