Specifications include, but are not limited to: Clark County, Nevada (COUNTY) is seeking to contract with a qualified PROPOSER to assist COUNTY in the development, implementation and administration of a countywide community land trust. The ideal PROPOSER should have experience in assisting individuals and households with low to moderate incomes in qualifying for and obtaining a mortgage to purchase a home. Clark County’s Welcome Home Community Land Trust (CLT) will create, steward and preserve a permanent supply of affordable homes in multiple neighborhoods across the County to ensure that Clark County neighborhoods are diverse and inclusive. The CLT’s primary mission will be to provide homeownership opportunities for low- and moderateincome households with resale restrictions to assure long-term affordability of such homes. COUNTY will retain ownership of the land and will ground lease individual parcels underlying CLT homes to participating homeowners. The homes will be sold to homeowners with resale restrictions in place requiring the homes to be resold at affordable prices. Home resale prices will increase over time as Area Median Income (AMI) for the Las Vegas-Henderson-Paradise MSA increases. COUNTY will create long term affordability of the homes placed in the CLT through this CLT ground lease structure combined with the resale restrictions. COUNTY seeks proposals from qualified PROPOSERS, to provide the following scope of services in support of the development, implementation and ongoing asset management of COUNTY’S CLT. At least one team member must be a local partner with an office in Clark County (or that will be established in Clark County).
