Specifications include, but are not limited to: To contract for all aspects of loan servicing for the loan portfolios managed by the Governor’s Office of Economic Development (GOED), to include the Revolving Economic Development Initiative (REDI) Fund, the MicroLOAN program, the South Dakota Works (SDWorks) program, and the Small Business Disaster Relief fund (DRF) program. The purpose of the REDI Fund is to provide loans to any for-profit business or non-profit business cooperative that is either a start-up business, existing business, or an existing business which is relocating or expanding in or to South Dakota, or any for-profit or nonprofit economic development corporation that will create "primary jobs" in South Dakota. The Board of Economic Development (BED) is authorized by the Legislature to set the criteria for making loans from the REDI Fund. The MicroLOAN, SDWorks, and DRF loan programs support similar goals as the REDI fund, but offer differentiated credit products based on need (e.g., construction financing). The day-to-day operations of all loan portfolio’s subject to the RFP are handled by the Finance Division of the GOED.
