Specifications include, but are not limited to: This Invitation for Bid (IFB) is issued by the Office of Procurement (OP) for Department of Human Services (DHS) to obtain pricing and a contract(s) for professional temporary staffing services. A. Hearing Officer The Contractor shall provide hearing officers to provide the following: 1. Conducts administrative law hearings for TEA, SNAP, and Medicaid benefits in accordance with state and federal laws, regulations, and agency policies. 2. Rule on in-hearing motions, objections, and requests. 3. Determine credibility of witnesses and documentary evidence and finds facts in each hearing. 4. Analyze applicable statutory and case law. 5. Synthesize fact situation at hand with state and federal laws and regulations and Agency policies and issues a proposed written decision. 6. Review case files to prepare for hearings ensuring issues are correctly docketed, notices are correctly mailed, and to develop potential lines of questioning. B. POD Leads 1. DHS reserves the right to request pod leads for onboarding and training. If requested, Contractor must provide pod lead(s) capable of directing actions and decisions of pod members.
