Specifications include, but are not limited to: The Idaho Department of Health and Welfare has requested an exemption from competition for the purchase of Software support and Maintenance. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator’s decision. The NICE recording system is the source for all evidentiary audio evidence for StateComm’s radio transmissions and phone recordings. This system is tied in with ISP’s Quality Assurance, checking that supervisors complete all critical incidents including quarterly reviews. The audio recording system records all radio and phone transmissions in dispatch and stores those transmissions for one year. Having ready and instant access to critical events is essential, as an officer involved shooting or similar critical incident may require StateComm to pull the audio files at any moment. The recording system must be compatible with the Department’s current radio and phone system which are both currently Motorola.
