Specifications include, but are not limited to: The City of Hot Springs, Arkansas, is seeking proposals for non-profit or not-for-profit organization, or organizations working in concert, to administer and oversee a CDBG-CV assisted food public service program in support of eligible hunger relief organizations serving Hot Springs residents using $5,000.00 in CDBG-CV funds. 1. The administering organization(s) will provide the space, equipment, staff, and volunteers, as needed, to operate the food public service program. The City will not furnish facilities, staff, or equipment and will neither provide CDBG-CV funding for maintenance nor maintain (cleaning and repair) the facility or equipment. The City reserves the right to review and inspect the facility prior to award and during the term of the subagreement. 2. The administering organizations(s) will be responsible for identifying and engaging non-profit, not-for-profit, faith-based, and other community organizations providing services to Hot Springs residents to encourage participation in the distribution of food purchased under this public service program. The administering organization(s) may also distribute food to eligible clientele, but it is felt that the many organizations serving the City residents represent in-place networks that reach vulnerable, targeted populations, and it is the will of the City to support all eligible organizations with food distribution to reach the maximum number of residents in need. The City may, from time to time, refer potentially qualified organizations to the administering organization(s) for consideration in the program, but it is expected that the administering organization(s) will actively seek out and enroll a wide range of participating organizations to distribute food under this program including those serving the homeless, elderly, severely disabled adults, families with children, female head of households, neglected and abused children, minority populations, victims of domestic violence, individuals with AIDS/HIV, illiterate and other low- to moderate-income clientele. 3. With guidance from the City on applicable HUD rules and regulations, the Administering Organization(s) will review, qualify and document the eligibility of each organization’s ability to participate in the food distribution program. The Administering Organization(s) will not be responsible for and is prohibited from providing CDBG monies to any participating organization under this CDBG-CV food public service program. 4. With guidance from the City, the administering organization(s) will implement policies and adhere to all applicable regulations under 2 CFR 200, particularly Subpart D Post Federal Award Requirements and Subpart E Cost Principles, including but not limited to ensuring cost reasonableness, cost allowability, allocable costs, direct, and indirect (F&A) costs, procurement standards, financial reporting, sub-recipient monitoring and management, record retention and access, auditing requirements, and all other actions requiring compliance.
