Specifications include, but are not limited to: To procure an offeror or offerors to provide certified shelter care programming for youth 10 to 18 years of age in select areas of North Dakota, specifically Bismarck-Mandan, Fargo, and Devils Lake. The state of North Dakota, acting through its North Dakota Department of Health and Human Services, Human Services Division, Children and Family Services Section (STATE) is soliciting proposals from private agencies to develop and implement certified shelter care programming to serve youth 10 to 18 years of age. Certified shelter care programs must be managed by an agency who employ staff to operate the certified shelter care program from one permanent dwelling. This RFP prohibits the use of licensed or prospective family foster care providers living in their own dwelling. Certified shelter care programs were implemented as part of the 2021 Legislative Session; lawmakers approved the expansion of emergency shelter care options for children and youth. Certification by STATE means certified shelter care providers meet safety and service standards and can be reimbursed for the service to children. The intent of certified shelter care programming is to be used as a prevention and early intervention tool to address immediate placement needs while supports and services are put into place for families. Certified shelter care programs offer a safe temporary placement option to support child safety, while helping to strengthen and stabilize families. Certified shelter care programming must meet all requirements with North Dakota Administrative Code N.D.A.C. § 75-03-14.1.
