Specifications include, but are not limited to: The Kansas Board of Accountancy is seeking competitive bids for General Counsel per specifications below. The Board of Accountancy (Board) was created in 1915. The public’s need for accounting services of a high quality gave rise to the designation “Certified Public Accountant (CPA)” as a means of identifying those accountants who have met certain minimum state qualifications in higher education, ability, and public accounting experience. The Board of Accountancy is a regulatory body authorized to carry out the laws and administrative regulations governing CPAs. a. Act as General Counsel to the Board on all matters. b. Assist the Board in the timely preparation of and filing of complaints against persons alleged to have violated provisions of K.S.A. 1-201, et seq. and accompanying Kansas Administrative Regulations. c. Timely prepare Summary Orders, Stipulation and Consent Orders, letters of inquiry and other documents pertinent to the statutory authority of the Board. d. Timely assist in prosecuting complaints filed against licensees and non-licensed persons by the Board. e. Timely assist in defending actions filed against the Board, its members, and its employees. f. Timely assist in representing the Board on appeals of any matters taken before any District court in Kansas. g. Timely assist in representing the Board on appeals of any matters taken before the Kansas Court of Appeals. h. Timely assist in representing the Board on appeals of any matters taken before the United States District Court for the District of Kansas. i. Timely assist in representing the Board on appeals taken before the 10th Circuit Court of Appeals. j. Timely prepare written correspondence for the Board, including legal opinions and all other documents as may be requested. k. Timely provide legal advice to the Board.
