Specifications include, but are not limited to: The Department of Technology, Management, and Budget (DTMB) (on behalf of The Department of Military and Veterans Affairs) (DMVA) is requesting the services of a professional services contractor(PSC) to conduct a study that assesses the need for a new veterans’ cemetery in the State of Michigan. The study shall include the feasibility of establishing and constructing the subject cemetery as well as the costs of maintaining the facility. The professional services contract will be comprised of Phases 100, 200,and 300. This project consists of a program for a veterans’ cemetery on 100 acres, and will have burial types, based on data from national and state veterans’ cemeteries in Michigan. The program includes the cemetery burial grounds, monumental entrance, shelters, administration/ public information center, maintenance and storage facilities, and avenue of flags, and a memorial walk/pathway. A written needs requirements study will be a major part of a formal written report. This shall be done per the requirements described in the attached Statement of Work for program validation, requirements, and proforma study.
