Specifications include, but are not limited to: The State of Delaware is committed to providing comprehensive early childhood services to children who live in poverty, including services in support of their families. Seats will be available to children throughout the state for free, quality part- and full-day services. This funding opportunity will allow for a per-child reimbursement rate per child per month that is required to be spent in part on competitive salaries and benefits. It is intended to increase favorable outcomes for children in part facing barriers of race and poverty by providing full and part day services to children, ensuring competitive staff salaries and benefits, certification requirements for educators supporting this program, and allowing for appropriate staff-child ratios. Budgeted funds can be for professional development, technical assistance, expansion planning, curriculum, supplies, non-capital equipment, staff recruitment and retention incentives, family/parent engagement, family services staffing, student follow-up, and tracking of outcomes.
