Specifications include, but are not limited to: The Rhode Island Office of Energy Resources is seeking a program administrator to design, administer, and report on the high-efficiency heat pump program through December 31st, 2026. The scope of HHPP will include A) financial incentives to help lower the cost of high-efficiency heat pumps, B) workforce development initiatives to upskill existing workforce and train a new generation of clean heating, ventilation, and air conditioning (HVAC) workers, and C) educational materials and outreach to raise public awareness and knowledge of high-efficiency heat pumps. These three categories will contain the following subcomponents: A. Heat Pump Incentives: 1. Residential Incentive 2. Enhanced Incentive 3. Community Incentive B. Workforce Development: 1. Upskill Workers 2. Attract New Workforce C. Education: 1. Consumers 2. Installers
