Specifications include, but are not limited to: The scope of work shall include the furnishing of all labor, materials, equipment, services and incidentals necessary to complete all work in accordance with project specifications, which are intended to describe and provide for a finished piece of work, and what is called for by every item necessarily involved even if it is not particularly mentioned. The work shall include but not necessarily be limited to: • Real estate analysis: Lease and/or sell analysis, site analysis, highest and best use, including that related to telecommunication/cell transmitter facilities and due diligence assistance/management. • Financial analysis: Assist USNH in proforma development. • Brokerage: Conduct market valuations, leasing plans, market research, including research associated with property deeds, and perform as agent of record. • Development analysis and public-private partnership: Evaluate and advise related to potential developer or Public-Private Partnership (P3) proposals, terms and conditions, and options that are submitted for USNH consideration. o Act as owner representative in the P3 process providing guidance on RFP development for developer selection, phasing the RFP process, articulation of program needs for clarity in bidding, and managing public input. o Evaluate Owner’s proposed program against the Owner’s mission, strategic priorities, and approval process and identify potential conflicts and opportunities. o Assist in marketing solicitation to appropriate audiences. o Review developer proposals for completeness and qualifications with a “Best Value” framework that includes but is not limited to monetary responses. Establish the “Best Value” criteria and assist in conducting the evaluation in a transparent way. o Participate in short list selection, interviews and negotiations with final selected bidder.
