Specifications include, but are not limited to: 1. Professional Design Services: The Offeror or a combination of Offeror and subcontractor personnel will provide professional design services for projects identified by the Department. Projects may include, but will not be limited to: a. Angler and boating access, shooting range development, water resource/irrigation infrastructure, pipelines, facility renovation and/or expansions, building maintenance, upgrades, and/or renovations, dam maintenance and/or upgrades, road/drainage improvements; b. Land surveys, fish and wildlife habitat improvement; c. Wildlife safe passage systems, including animal detection systems using thermal or other high-resolution imaging systems; d. Aquatic organism barrier design and efficacy. Projects may require services of all engineering disciplines including, but not limited to: civil, electrical, environmental, mechanical, and structural, as well as architectural services. Final designs shall result in a package of plans and specifications suitable for bidding. Project deliverables may also include, but are not limited to: site visits, meetings, site surveys, feasibility studies, technical studies, preliminary designs/drawings, hydraulic modeling of design, conceptual plan sets, efficacy analyses, collection and review of photographic documentation, assessments of alternative sites, intermediate plan sets for compliance with state and federal laws and standards, and complete bid packages. The engineer shall also provide an opinion of probable cost for each bid package. The Department may also require a summary of the information collected including site maps, drawings, and photographs. All data files resulting from survey work will be transferred to the Department with final reports. Additional deliverables for aquatic organism barrier projects include, but are not limited to: barrier construction or augmentation of existing structures, engineering opinion on existing structures and recommendations for repairs and/or improvements, and Department defined constraints. These constraints include, but not limited to: environmental impacts, impacts in infrastructure, cost, relevant dam safety laws, and regulations, technical, and logistical challenges. 2. Project Administration/ Management and Oversight: The Offeror or a combination of Offeror and subcontractor personnel will provide project administration/ management and oversight. The scope 18 of this element will vary considerably based on the size of the project and the needs of the Department. Deliverables include, but are not limited to: site visits and review, preliminary/final designs/ drawings, submittal of draft reports for Department review and approval prior to completion of a final report, change order negotiation and preparation, resolution of disputes, alternative design development, and other tasks required to ensure project success. In addition to the primary tasks, the Offeror will assist the Department with the preparation of permit applications and permit application packages including, but not limited to: Recreation and Public Purposes Act (RPPA) as directed by the Bureau of Land Management (BLM), Special Use Permits as directed by the U.S. Forest Service (USFS) and CWA 404 permit applications as directed by the USACE. 3. Construction Oversight/Inspection: The Offeror or a combination of Offeror and subcontractor personnel will, as required by the Department, provide construction oversight and inspection services. The extent of the services required will depend on the size of the project and the needs of the Department. Construction oversight/ inspection shall consist of: a qualified inspector approved by the Department to be on site during the construction phase to protect the interests of the Department, ensure construction activities meet permit and environmental compliance guidelines, inspect materials and workmanship throughout the construction process, document construction activities, conduct construction progress meetings, alert the engineer and Department to issues or concerns, and generally ensure compliance with the design and specifications. The deliverables for this task will be a memo provided to the Department with information including, but not limited to: the engineer’s certificate of substantial completion upon acceptable completion of the work, the degree to which the design was executed in the construction process, and any unresolved deficiencies. Project specific scope details will be provided when individual projects are assigned to the Offeror. The Offeror may be required to provide staff and equipment for simultaneous project assignments in different geographical areas within the state. The Offeror must be qualified and experienced in all aspects of which the Offeror bids and must be able to work in all parts of New Mexico on land managed by any agency. Other tasks may include, but not limited to; attending meetings such as pre construction conferences, preliminary field reviews, field design inspections, public information meetings/hearings, and a variety of public outreach/education activities.
