Specifications include, but are not limited to: 2.01 SYSTEM DESCRIPTION A. Basis-of-Design Product: Subject to compliance with requirements, provide: 1. Syn-Tech Systems, Inc. Fuel Master 3505 Plus with AIM2.4 (Automotive Information Module) series to control and record the dispensing of fuel. Provide a stand-alone system, capable of unattended operation for seven (7) days a week, twenty-four (24) hours a day. Fuel products shall be limited to equipment and operators with authorized WEX Cards. Connection of fuel management unit(s) to the Central Controller shall be through a minimum Network Category 6 shielded cable with user-friendly software loaded on a remotely located controller. Each fuel management unit shall have a network interface card (NIC) installed. The fuel management system (automated data collection system) shall reliably read WEX Cards, and have the ability to lock out any WEX Card. 2.02 SYSTEM COMPONENTS A. General: Fuel management system (automated data collection) consists of equipment designed to automate control of fuel and, at a minimum, shall consist of the items listed in the following paragraphs. B. Access Device: WEX Card, used to activate the system by insertion into a receptacle on the fuel management unit. C. Fuel Management Unit (Reader Device): WEX Card reader device, located on the fuel island or as indicated on the Drawings, used to turn fuel dispensers on and off, monitor fuel dispensed, recognize authorized card, and interface with existing dispensers and tank level monitoring systems. Fuel management Unit (FMU) shall have a 32-bit processor operating at 25MHz or faster, installed in the weatherproof enclosure. Receptacles for reading cards shall be covered to prevent sand, water and snow from causing system problems. Unit shall have flash memory, at least 4 MB of non-volatile Static Random Access Memory (SRAM), so that firmware can be updated without having to replace chips. 1. Each FMU device shall have the ability to simultaneously control up to eight (8) hoses and control up to eight (8) satellite units, which in turn can simultaneously control up to eight (8) hoses. 2. Each master and each satellite FMU shall store a minimum of 4,000 transactions. 3. Each hose shall be individually set for any number of pulses between 1 and 1000 for each unit of measurement. Thus, the system can use various rate pulsers to measure different products to various levels of accuracy. 4. Each FMU shall have a liquid crystal display (LCD) using light emitting diodes (LED) with back light, minimum of 2 lines by 40 characters. Device shall also include an alpha/numeric keypad. 5. Mounting: Free-standing Pedestal. D. Central Controller: Personal computer used to communicate with FMU to download transaction data, upload authorizations, or to change FMU configuration. 1. Central Controller with Fuel Management Software is provided by the State. E. Fuel Management Software: Windows Software installed on Central Controller. 1. Fuel Management Software is provided by the State. F. Communications Cabling: Horizontal cable and its connecting hardware providing the means of transporting signals between the FMU and central controller. 1. Maximum allowable horizontal cable length is 295 feet. 2. Terminate communication cable at main server with a RJ45 connector. 2.03 SYSTEM CONFIGURATION A. General: Equipment and software shall be capable of operating in different system access configurations listed below. The State shall have the option of selecting the initial configuration(s), and the option of changing the configuration at a later date should operational requirements change. 1. WEX Card, and verifiable driver number. 2. WEX Card, and unverified driver number. 3. Vehicle and driver keys. 4. Either vehicle or driver key. 5. Driver key or WEX Card, and verifiable vehicle number. 6. Keypad only (no keys or cards required). B. Driver Input at FMU device: 1. Driver shall be prompted by the device to input information, recorded as part of the transaction record, for each transaction in accordance with the system configuration. Following the insertion of the WEX Card into the FMU receptacle, the system shall prompt driver to enter his/her ID number and odometer reading and select a pump. Alpha characters may be used for non-verified identification.
