Specifications include, but are not limited to: The New Hampshire Department of Energy (Department) is seeking proposals from qualified firms to provide ongoing engineering analysis and advice regarding the reasonableness and appropriate cost related to water distribution system engineering and planning, on a time and material basis; The Department expects that approximately 500 hours of consultant time will be required for the year. he Department is seeking qualified consultant(s) able to provide ongoing review and analysis of water and sewer utilities’ engineering and planning decisions in a number of contexts including, among others: (1) requests for cost recovery during rate cases; (2) Qualified Capital Project Adjustment Charge (QCPAC) proceedings; (3) Water Infrastructure Adjustment Charge (WICA) proceedings; and (4) water utility financing reviews. Rate cases provide an opportunity for retrospective review of whether capital investments requested for recovery in the rate case, or a subsequent step adjustment, are used and useful, and were prudently incurred costs. QCPAC and WICA proceedings are a process to set a rate to be charged for capital investments planned and placed into service between full rate cases. Financing reviews are conducted pursuant to RSA Ch. 369, including RSA 369:1 which requires a determination of whether a proposed financing is consistent with the public good, including the amount and purpose of the financing.
