Specifications include, but are not limited to: COUNTY is soliciting proposals from qualified non-profit organizations for the preparation of a comprehensive plan for the visioning, alignment, and planning of the Las Vegas Valley Rim Trail. Task 1- Project Initiation • Review existing trail(s) plans and maps, including both existing and planned trails and trail segments. • Review the County’s Trails Map-Las Vegas Valley, including any other associated maps and related documents, planning documents that provide policy direction, administrative rules, and interpretations. • Review Nevada Revised Statutes provisions related to trails and Assembly Bill 84. • Define the project goals, objectives, work plan, action steps, and timelines associated with the project. • Complete kick-off meeting to present project overview to Clark County staff and reach agreement on communication and performance expectations. Task 2- Project Administration • Direct all project work including staff assignments, progress tracking, budget oversight, and quality control. • Facilitate coordination meetings to report on project status, resolve issues, and identify additional needs. • Prepare agendas, materials, and take meeting notes. • Maintain a stakeholder registry for communications and project involvement purposes. • Provide monthly invoices and written progress reports. • Maintain a visual reference to demonstrate project advancement. Task 3- Development of Cohesive Vision • Establish a comprehensive project vision. The project vision shall strive to provide innovative solutions to meet project objectives while adding value for the public. • Identify potential trail segments and connections. • Create standards to provide clear direction on the development of the plan. • Development short-, mid- and long-term goals or actions for the plan. Task 4- Review Existing Conditions, Inventory, Data, and Regulations • Review plans and documents that are relevant to the development of the plan including relevant background information such as the Clark County Master Plan and/or area plans. • Consideration of existing surrounding and future land uses. • Consideration of demographic trends relating to trail demand or use. • Evaluate existing conditions of trail system(s). • Identify potential environmental constraints, including but not limited to, endangered species and critical habitat. • Identify any other barriers or issues that may impact the plan.
