Please note: This is a Sole Source Notification. Specifications include, but are not limited to: This is a software purchase that will be compatible with IDOC’s new Atlas program. This will ensure that MultiHealth Systems Inc. (MHS) and Atlas can work together and is needed to continue the Level of Service InventoryRevised (LSI-R). This is a necessary tool in the care of residents under the supervision of the IDOC. This is required due to IDOC change in programs for our Offender Management System. There was a contract that expired in October but could not be renewed, because IT had to wait until the new Atlas program was up and running to verify capability. Once the roll out of Atlas occurred a new end user licensing agreement along with pricing must be procured. This is the fee is to maintain the LSI-R process so that it will continue to function with Atlas and ensures necessary changes are implemented for functionality. The justification is that the LSI-R is a quantitative survey of offender attributes and their situations relevant to level of supervision and treatment decisions. It helps predict parole outcome, success in correctional halfway houses, institutional misconducts, and recidivism. The tool is based on legal requirements and include relevant factors needed for making decisions about risk and treatment. It is used primarily by case managers planning re-entry. The LSI-R has been adopted as the standard for IDOC.
