Specifications include, but are not limited to: The requested owner’s representative services shall provide Project and ConstructionManagement services to support the design and construction phases of two projects: thePVD South Cargo Development project and the construction phase of the OQU Runway16-34 project. Proposers may submit for consideration for one or both projects, but RIACreserves the right to award either or neither of the projects to the proposing firm.In accordance with the requirements of Federal Aviation Administration (FAA) AdvisoryCircular No. 150/5100-14E (“Architectural, Engineering, and Planning ConsultantServices for Airport Grant Projects”), any consultant awarded a previous design servicescontract for these projects may not be otherwise allowed to participate in the underlyingproject for which it is engaged to provide Owner’s Representative services. Thedetermination of whether to allow the participation is vested solely in RIAC’s discretion.An overview of the project scopes are as follows:PVD South Cargo DevelopmentThe project will serve as a tenant cargo space, 6K packages per hour sort facility,with a shared use ramp. This project includes the design of a new cargo facilitythat includes the building and the shared use apron, which will occupyapproximately 40 acres of land to be located on the south side of Rhode Island T.F. Green International Airport (PVD). RIAC is currently progressing with the National Environmental Protection Act (NEPA) process [via an Environmental Assessment (EA)] that is expected to be completed by May 2023. Design is also nearing completion on a site work and grading project to be constructed in the Fall2023, and design services for the apron and buildings work will be kicking off in January 2023. A project timeline is attached to this proposal, as Schedule A
