Specifications include, but are not limited to: The Department of TITLE III STRENGTHENING INSTITUTIONS PASS GRANT, Division of Bismarck State College is soliciting proposals for external program evaluator that will provide assistance throughout the life of the Department of Education’s-funded project. The evaluator will inform and guide continuous improvement of Department of Education-funded grant activities throughout the five-year life of the grant, potentially six years if no-cost extension is necessary. The external evaluator will design and propose an evaluation plan that will provide both quantitative and qualitative data for formative and summative evaluation. The evaluator will establish metrics, evaluation tools, design survey instruments, conduct interviews, and any other necessary duties to measure success of the project in achieving goals, identifying effective strategies for replication, and developing reports to address US Department of Education reporting requirements. The evaluator will develop reports, provide progress assessments, and program improvement recommendations, manage data collection and analysis, provide technical assistance and useable information that the institution and program will use to drive decisions about the program. The Department of Education project is a five-year plan. The selected evaluator will develop annual progress reports in years one through four, which will provide progress assessments and program improvement recommendations. In addition to these interim reports, the evaluator will produce a final report at the end of the evaluation period. The evaluator will assist the institution and program in determining the appropriate evaluation plan design, in addition to developing tools and protocols for collecting, matching (where necessary), and aggregating core data across the programs. The evaluator is expected to create a timeline and work closely with the project director to achieve all the goals set forth.
