The 176th Air Wing, Alaska Air National Guard, JBER, AK, invites you to participate in an Invitation For Bid (IFB) to award a single firm fixed-price contract for constructing an ISO canopy, Alaska Air National Guard, JBER, AK.
BASE BID: Construct a 70’ long x 50’ wide x 15 ‘tall metal canopy near Hangar 18
OPTIONAL BID ITEM: Remove/replace existing vertically oriented 10 inch diameter backflow preventer and corresponding fire water supply lines in pump room directly adjacent to east bay of Hangar 18
The magnitude of the project (including options) is between $100,000 and $250,000.
A bid bond in the amount of 20% of the offer is required.
The total construction duration is 120 days after notice to proceed for the base bid, and 150 days after notice to proceed for the optional bid item (if exercised).
The North American Industry Classification System (NAICS) code for this work is 236220 Commercial and Institutional Building Construction. This is a total small business set- aside. The small business size standard is $39.5 million average annual revenue. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states "By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees" applies to this project.
A stated in the presolicitation notice posted on 16 July 2021, a site visit is scheduled for 2 August 2021 starting at 0800 at 7252 Gibson Ave on JBER. At 0800, 176CES personnel and interested parties will convoy from the 176CES parking lot at 7252 Gibson Ave to bldg. 17441 to begin the first of four site visits for that day:
0800-0850: Bldg. 17441 Repair O&T Offices and Storage (21B0004)
0900-0930: Hangar 18 Construct ISO Canopy (21B0002)
0940-1010: Bldg. 17456 ADAL Services Storage Bldg. (21B0003)
1020-1050: Hangar 11 Repair Backup Power (21B0001)
