The purpose of this notice is to determine if other sources are available and whether the procurement method is appropriate. JUSTIFICATION: The STATE used the following key requirements to make this procurement decision: • The SLDS Committee has identified a global leader in implementation and education with experience working with governments, non-profits, and partners, including Local Education Agencies in more than 15 states, 13 State Education Agencies, more than 6 Higher Education Institutions and Systems, as well as the Federal US Department of Education • Experience in developing a strategic plan, key outcomes, and delivery routines for the creation of a living plan for strategic change and governance in education systems environments at the city, state, and national levels • Experience in successfully establishing and implementing complex initiatives in different global contexts • Experience with analytic impacts across early learning, K-12 and post-secondary education
