Specifications include, but are not limited to: The SCADA software used for the new HMI has been procured by the City and will be provided by the City for use in implementation, installation, configuration, testing and startup of the Replacement System. The first phase, consisting of preconstruction services will be to evaluate the existing system and design the replacements and upgrades. The Work includes delegated design responsibilities as noted in the Contract Documents. The Successful Offeror’s Design Engineer shall be the Engineer of Record for the SCADA System design. During the second phase the Successful Offeror shall provide construction services, including the implementation, installation, configuration, testing, and startup of the new Water Department SCADA system that includes dedicated SCADA systems for five water treatment plants; a distribution system SCADA consisting of controller, hardware and communications upgrades at 128 of the 203 total number of remote sites; a test bed setup; and a centralized SCADA system for visualization and reporting. The scope also includes installation of secure new network hardware and software infrastructure, a data collection, interface, and visualization solution consisting of multiple historians to serve data both locally and at Centralized SCADA, and upgrade of hardware, software and communications to all remote sites within the distribution system. Alternate Proposal items A1, A2, A3 further include specified work at 58 sites, comprised of wastewater sites, reclaimed sites, and future sites that will be ready to be integrated during the project.
