Specifications include, but are not limited to: The Provider selected will enter a contract with the DDOC to provide behavioral healthcare services and an integrated, evidence-based, recovery-oriented system of care for incarcerated individuals (pretrial and sentenced) housed in a correctional system.; The purpose of this RFP is to solicit bids from organizations experienced in providing behavioral healthcare and an integrated, evidence-based, recoveryoriented system of care for incarcerated individuals (pretrial and sentenced) housed in a correctional system. Outpatient substance use disorder (SUD) treatment may occur post release while offenders are placed under community supervision. DDOC is seeking a successful bidder, known as the Provider for the following service provisions: • Mental Health Services • Substance Use Disorder (SUD) Services including treatment of individuals with co-occurring disorders (COD) including Medication Assisted Treatment (MAT) in conjunction with the medical contractor. • Cognitive Behavioral Therapy (CBT) Programs/Groups. Programs currently offered under CBT are as follows: ▪ Moving on program (moderate dose) ▪ Cognitive Behavioral Intervention (CBI) - high dose ▪ Thinking for a Change (T4C) (moderate dose) ▪ Texas Christian University (TCU) (short dose) • CBT Program for offenders housed in maximum security and/or administrative housing (does not currently exist) • Driving under the influence (DUI Programming • Sex Offender Treatment to in custody populations • Discharge and/or Reentry Services • Peer support program • Other specific behavioral health groups as determined by the DDOC (e.g., preventing violence, dealing with trauma, anger management) The Provider shall manage and deliver an integrated, recovery-oriented system of care that will provide constitutionally required behavioral health care services to incarcerated men and women in the State of Delaware’s Level IV and Level V correctional facilities who have been identified as having behavioral health needs. Behavioral health services include a full range of psychiatric and psychological treatments, procedures, short term CBT, programs for substance users, sexual offenders, DUI, and offenders diagnosed with mental health disorders. These services shall include random drug testing for offenders participating in substance use disorder treatment. The Provider shall also provide interpretation services for offenders participating in behavioral health services or programs who require such services.
