Negotiations for a more current version overlapped the date needed to maintain support, hence the one-time additional funds request. However, over a four-year period the savings will be in excess of two million eight hundred thousand dollars ($2,800,000.00) and be on an appropriately supportable versioning of the database moving forward. Idaho’s Benefits and Eligibility System provides the citizens of Idaho the Supplemental Nutrition Assistance Program (SNAP) which helps provide healthy foods to low-income families. It also provides the Temporary Assistance for Families in Idaho (TANF). This program provides temporary cash benefits for eligible low-income families and households to help pay for food, clothing, shelter, and other essentials. Another program dependent on IBES is the Child Care and Health Care Assistance (HCA). The Child Care Program serves families and children under the age of 13 (or over the age of 13 if a child has a disability) providing childcare assistance to working families by paying for a portion of childcare. HCA includes aid for the aged, blind, or disabled (AABD). There are several other programs supported by the IBES system, all of which is all driven by the backend oracle database. Any outage of the oracle database for the Benefits and Eligibility System would mean that the Department could not deliver the crucial services and determinations to the citizens of Idaho in a timely manner.
