Specifications include, but are not limited to: A. Overall Project Requirements: The CONTRACTOR shall provide to the STATE geolocation data and related research tools for locations (also known as Points of Interest) within the State of Hawai‘i. 1. Data Ownership: The CONTRACTOR shall be the owner of geolocation data provided. License agreements will not be accepted for this project. 2. Points of Interest Review: DBEDT will review the polygons for all Points of Interest. The CONTRACTOR shall provide access to a system in which DBEDT is able to review individual Points of Interest on an aerial map and work with the CONTRACTOR in real time on edits to POI polygons. 3. Origin Markets: The CONTRACTOR shall provide data for State of Hawai‘i residents by county and visitors by country. At minimum, the CONTRACTOR shall provide data for visitors from Hawai‘i Tourism Authority’s major market area countries. a. U.S. West: Pacific (Alaska, California, Oregon, Washington) and Mountain (Arizona, Colorado, Idaho, Montana, Nevada, New Mexico, Utah and Wyoming) states. b. U.S. East: Other states in the Continental U.S. c. Japan d. Canada e. Europe: United Kingdom, Germany, France, Italy, and Switzerland f. Oceania: Australia and New Zealand g. Other Asia: China, Hong Kong, Korea, Singapore, and Taiwan h. Latin America: Argentina, Brazil, and Mexico B. Identification of Points of Interest and Zip Codes: The CONTRACTOR shall work with DBEDT staff to identify points of interest and zip code areas to be monitored. 1. Points of Interest (POI): DBEDT would like visitation reporting for a minimum of 900 POI for the State of Hawai‘i (not including zip codes). POI include (but are not limited to) resort regions, visitor attractions, beaches, parks, trails, etc. a. POI shall be tracked by island and county: i. O‘ahu ii. County of Maui a. Maui b. Moloka‘i c. Lāna‘i iii. Kaua‘i iv. Island of Hawai‘i b. POI categories and locations shall be decided in consultation with DBEDT and shall include (but not be limited to): i. Beaches ii. Transportation Hubs iii. Parks iv. Trails v. Attractions vi. Retail Locations vii. Sports and Entertainment Venues viii. Specific Areas of Towns/Cities c. Each year, 25 business days prior to the start of the New Year, CONTRACTOR shall allow DBEDT to swap/change a total of 30 POIs to account for any updates happening throughout the four counties. 2. Zip Codes: DBEDT would like visitation reporting for 94 areas defined by the zip codes boundaries within the State. Please note that some areas have more than one zip code and some zip codes are used for USPS post office boxes.
