Specifications include, but are not limited to: The Hawaii Department of Land and Natural Resources Division of Forestry and Wildlife is requesting proposals to conduct a feasibility study on translocation of the ʻalaeʻula to a third island. This RFP requires demonstrated experience in similar projects or programs for the understanding and conservation of bird species, specifically on reintroductions/translocations in Hawaii. The Feasibility study will have the following components: Part 1: Background, with historic and prehistoric changes in distribution. Part 2: Current information on species’ population index; reproduction; habitat use, including natural and human-made wetlands and flooded agriculture; freshwater use; food resources; foraging behavior; mortality; and population genetics. Part 3: Assessment of translocation feasibility and methods, and recommendations for preferred options, including protocol for a potential introduction, identification of source populations, identification of transfer populations (e.g., age and sex ratio), parameters on selecting and evaluating the release site, projected effect of translocation removals on source population(s), projected effect of translocation to third island on gallinule population. This assessment should be done in consultation with species experts in collaboration with DOFAW and should identify priority source and host sites. Part 4: Knowledge gaps and additional needs; develop action plan to fill gaps. Part 5: Draft budget for additional work and translocation itself, including identification of ongoing funding sources. Part 6: Multi-year post release monitoring plan for source and host sites and threat control at host sites.
