Specifications include, but are not limited to: Services to be provided by the Contractor: 4.3.1 Maintain Membership of RYACs and KYAC: Participation in RYACs is open to youth ages 14 to 21 receiving services through Child Welfare Case Management Providers (CWCMPs) and DCF, including youth in the custody of KDOC-JS and Tribal Authority. KYAC membership consists of a minimum of five youth from each RYAC chosen by their peers and their workers to represent their region. The East Region may have additional members from the Tribes. The contractor shall maintain membership of RYACs and KYAC by working with youth, CWCMPs, DCF, Tribal Authority, and KDOC-JS to identify and recruit youth for membership in accordance with the KYAC Handbook. New RYAC and KYAC members shall be recruited annually as current members transition to alumni status. The contractor shall provide opportunities for KYAC members who turn 21 to serve as alumni to the council as prescribed in the KYAC Handbook. The contractor shall respond to new KYAC membership inquires within 72 business hours and meet with interested youth within 7 business days. The contractor shall vet potential KYAC members and get DCF IL coordinator or the CWCMP signature on membership forms before youth’s membership. The contractor shall facilitate a new member orientation for all new KYAC members within their first month of membership. The contractor shall coordinate with CWCMPs, DCF, Tribal Authority, and KDOC-JS to ensure youth have every opportunity to participate in RYAC and KYAC activities. In addition to maintaining contact with DCF, CWCMP, KDOC-JS, and Tribal Authority, the contractor shall meet with all DCF, CWCMP, KDOC-JS, and Tribal Authority at least every other month to facilitate planning of RYAC activities and coordinate membership. The contractor shall report results of the meetings to the State IL Program Manager on the monthly report. The contractor shall advise KYAC members about conducting meetings, membership status, maintaining a high level of conduct, and other business prescribed by the KYAC Handbook and DCF PPS policy.
