Specifications include, but are not limited to: It is the purpose of this specification to describe new, and of the latest manufacturer's current model and design, class "C" buses that are; diesel engine powered, 4x2, single rear axle, dual rear wheels. Buses shall provide seating for 44 passengers and one driver. Referenced Standards: The unit provided is required to meet all current federal and state regulations such as, but not limited to, EPA emissions, FMVSS, and CFR. Certain ISO, SAE, and other consensus standards may be referenced in this specification. Unless otherwise specified, the latest version of each standard is to be understood. Such standards apply to this specification whether or not they are required by statutes or administrative law. Component Selection: The components selected shall be rated for the maximum loading they would be subjected to in severe service. The torque rating of a driven component shall exceed the input torque. The parts and structure of the unit shall be sized and designed to safely withstand the maximum load imposed, without failure or induction of deterioration. All units shall be constructed from current production components. Standard Components: All components and accessories advertised in the manufacturer’s current model year brochure and specifications as standard, unless superseded by these specifications, shall be provided with the unit. Necessary Components: Contractors shall provide any components, hardware, or part necessary for proper assembly, installation, and operation even though that item(s) is not specifically described in the bid specifications. This includes all fittings, couplers, brackets, adapters, etc. Bidders shall include the cost of such components, hardware, and parts in the bid price. Application: This vehicle will be used for transporting passengers in varying weather and road conditions with a temperature range of 90 degrees to minus 50 degrees Fahrenheit. Documentation Required: A basic manufacturer's product brochure describing the equipment bid is to be provided with your bid package. Specifications marked with an asterisk (*) require supporting documentation in the form of a product brochure, manufacturer's technical data sheet, or a letter of clarification that indicates specifically what the bidder intends to supply in regard to said items and/or how specifications will be met. To help prevent technical errors, following each asterisked item is a space that may be used to address the asterisked items. It is required that a letter of clarification or the space behind the asterisked items be used to supply the required information. In addition, a bug screen is to be included behind the grill. Anti-Freeze: Delo Extended Life coolant RED, or compatible, and set to a protection level of minus forty degrees Fahrenheit. Must be equipped with constant tension hose clamps on all hoses one inch inside diameter and larger. Must be equipped with a lower drain on the radiator or hose. Fuel System: Tank, 60 gallons, minimum. DOT approved. The fuel tank shall have a minimum of ¼ tank of fuel upon delivery. Fuel system to include electric or coolant heated fuel and water separator. Starting Aids: Engine Block Heater: Immersion type, 1,500 watts, 110 volt AC (OEM if available). Door ajar warning buzzer(s) for emergency windows and emergency door. Back-Up Alarm: Electronic, self-adjusting sound level. Wiring: All wiring is to be numbered or color-coded, continuously. All wiring inside the vehicle is to be behind panels. The wiring installed in the undercarriage shall be supported by suitable fasteners spaced to assure adequate attachment to prevent damage to the wires. All undercarriage wiring is to be a continuous length and without splices, plug connectors, or terminal blocks. All wiring entrance holes in the chassis and body shall be provided with suitable grommets or bushings and anti-chafing protection. All switches, wires, and connectors shall be weatherproof or shielded if exposed to wheel splash or excessive moisture and/or dirt. Lighting: Sealed beam halogen headlights. Provision for mounting rear license plate shall be provided with appropriate light(s) to illuminate the license plate area. Passenger Seat(s): The last two rows of seats on the right (curb) side of the bus are to be capable of individually being removed using an “L” track rail system that shall be flush mounted with the flooring and run from the back of the last permanently mounted seat to within six inches of the rear wall. This will provide an area for securing baggage. A minimum quantity of six tie-down rings shall also be furnished. To be Federal DOT approved, with a minimum of 29 inches of knee space between seats. To have a minimum of 15 inches of cushion depth. To be bench type, between 35 and 36 inches in width on either side of the aisle. Backrest to be cushioned, minimum 45 inches (from top of seat to floor) high back type. Passenger seat covering to be heavy-duty vinyl-covered canvas. Upholstery is to be fire block material in either dark brown or black. Seat Belts: To be included for all passengers and the driver. Driver’s seat belt system to be 3-point retractable. Heaters and Defrosters: Manufacturer’s maximum BTU front heater with defroster for windshield and driver's area. Caged minimum 20,000 BTU heater at passenger entry door area heater. Caged minimum total 40,000 BTU heater under the seat at midship. Caged minimum total 80,000 BTU heater(s) under the seat at the rear section. Steel or poly, caged defroster fans, mounted on the left and right side of the front windshield with driver-controlled switches. All heater and defroster fans are to be 12-volt DC, minimum two-speed, independently switched, and driver-controlled. To include a GRAYCO in-line water circulating booster pump. Clamps utilized on all heater hoses one inch inside diameter or larger are to be “Constant Torque” design, stainless steel. All other locked compartments are to be keyed alike (not required to be same as ignition). Fire Extinguisher: To include qty: 1, five pounds, dry chemical, 2A-10BC class, mounted in the driver's area readily accessible to the driver. Public Address System: To include a driver-controlled public address, OEM installed. To include a minimum of two pairs of stereo speakers, with locations spaced evenly throughout the interior plus one under hood weather resistant speaker. To include volume control and a switch for speaker location control (outside or inside or both). Dual horns, air or electric. Windshield Wipers: Multiple-speed with washers and OEM-installed intermittent swipe feature. Paint: Exterior: The base color is to be Coca-Cola Red 2464, Pittsburg Glass Code #73589. The frame, wheels, and bumpers are to be black. Interior: Walls and headliner to be pale blue or a very light color. Undercoating: The entire underbody of the bus includes a waterbase undercoating. Lettering: To include quality adhesive (paint is not acceptable) lettering “ALASKA MILITARY YOUTH ACADEMY”, on the upper front (3 inches in height) and centered on each side of the bus (6 inches in height). The color is to be black. Striping: To include safety reflective striping that blends in with the color of the bus, including two-inch non-contrasting at all emergency exits, rear perimeter, and at beltline area. The use of one-inch reflective striping around the rear perimeter and emergency windows is acceptable. Fire retardant materials are to be used throughout. Winterization: Entire unit shall be winterized to provide satisfactory performance in temperatures of minus 50 degrees Fahrenheit.
