Specifications include, but are not limited to: a. Organize and archive project artifacts – Regional Dispatch Center Governance Structure, Memorandums of Understanding (MOU), contract, or agreements for dispatching services, and long-term funding plan. b. Create and maintain an updated Project Schedule to reflect activities, dependencies, milestones, start and end dates, assigned resources, and percent of tasks completed to ensure project milestones and deliverables/outcomes are achieved. c. Provide detailed Project Status Reports in an approved format. d. Work with Regional Dispatch Center applicants to ensure impacts from changes to scope, schedule, budget, risk or resources for any particular project are reviewed and understood before a change is undertaken, and that any such changes are accepted by the State Authorized Representative or designee. e. Provide oversight / audit grant fund spending to ensure all funds are spent in a fiscally responsible / transparent manner according to the Regional Dispatch Facility Grant plan to facilitate transition of agencies to Regional Dispatch Centers. Compliance Monitoring shall include: (i) periodic contractor reports; (ii) invoice reviews; (iii) on-site visits; and (iv) scheduled meetings. f. Schedule and lead regular project status meetings, including: (a) provide agendas and capture action items, issues, and key decisions made; and (b) distribute the documented notes to attendees. g. Provide recommendations to address new project issues and risks. h. Provide guidance to Regional Dispatch Center applicants to increase the likelihood of successful completion of projects, including lessons learned. i. Evaluate subsequent Regional Dispatch grant/project proposals made for the remaining funds and to provide recommendations to the Commissioner of Public Safety on long-term successful transitions of agencies from the Vermont State Police to Regional Dispatch Centers.
