Specifications include, but are not limited to: Public drinking water is a hidden sector because it is dependable and relatively inexpensive to the end users, making it natural for customers to take their water for granted. The hidden nature makes it harder to recruit new skilled workers, propose rate structures required for a sustainable level of service, address challenges such as source water protection and climate change, and foster informed public opinion and policy. The New Hampshire Department of Environmental Services (NHDES) Drinking Water and Groundwater Bureau (DWGB) is issuing this request for proposals to provide services to design and implement a state-wide messaging campaign to educate, inform and raise civic engagement among drinking water users. The successful applicant must be able to address the following in their proposal: • Create a New Hampshire focused communications and marketing strategy and plan for the public water sector. • Design and implement (after receiving NHDES approval) a state-wide messaging campaign to educate, inform and raise civic engagement among water users, water system governing bodies, and policy makers. • Use a collaborative approach to provide utilities and other partners with collateral materials for their use (web, consumer confidence reports, local newsletters, social media, community-based social marketing and papers). • Build off similar efforts by other water industry groups (AWWA, NHWWA, etc.) and collaborate with these groups to share resources and ideas and to multiply impact. • Provide training and support to increase communication capacity and engagement with water sector partners.
