Specifications include, but are not limited to: The selected Offeror shall provide the following on-call planning services: 1. Creation of a Project Management Team (PMT), which will guide and assist with task development, direction, and oversight. The PMT will consist of NMDOT Planning Division staff, and consultant staff. 2. Development of a strategic plan for NMDOT to adopt Complete Streets standards and/or policies, contextually appropriate to NMDOT. The strategic plan will function as a road map for NMDOT and will, at a minimum: o Research existing factors related to the status of Complete Streets at NMDOT, including, at a minimum: ▪ State and federal laws, ▪ NMDOT policies, ▪ NMDOT existing design guidance and standards, ▪ NMDOT’s current project development process, which will entail: • Reviewing written processes, • Interviewing NMDOT District and Design Center staff, • Interviewing selected Executive staff regarding current processes and priorities, • Attending project design meetings and other relevant department meetings to better understand the existing process, and • Creating a process map to reflect what was learned. ▪ Other New Mexico jurisdictions’ Complete Streets policies and/or associated materials, and how these affect NMDOT when doing work in these areas. o Participate in and periodically present to various NMDOT committees or at various meetings, including but not limited to: the Bicycle/Pedestrian/Equestrian Technical Committee, the Safety Committee, the Pedestrian Safety Task Force, the District Engineer meetings and other relevant committees or meetings as identified during the planning process. Research and analyze Complete Streets best practices, including existing Complete Streets standards and policies from other State DOTs, as well as national guidance and recommendations. o Provide an actionable approach to institutionalizing Complete Streets at NMDOT that is contextually appropriate to New Mexico and integrates: ▪ Equity, ▪ Safety, and ▪ Climate change. o The consultant will provide a draft of the strategic plan to the PMT and integrate their comments prior to finalization.
