Specifications include, but are not limited to: The City of Dodge City, Kansas and the Parks and Facilities Department is accepting proposals from qualified professional planning and design consultants to develop a community supported, comprehensive and strategic master plan for the Wright Park area of Dodge City. The purpose of this plan is to identify and inventory current facilities and amenities, provide long and short-term guidance to administration, develop new opportunities for use of the space, and generate a sustainable and implementable action plan for the maintenance and development of the park and its resources. The scope of work will satisfy the Parks Department’s objectives and meet the expectations of the invested stakeholders. The final continuous improvement master plan should include, but not limited to, the following expected deliverables: Organize, promote, and facilitate a community wide needs assessment. o The consultant will host a public participation focus group. o Seek input from targeted community stakeholders. o Create and administer an online survey. o Conduct targeted interviews if necessary. Examine current and future recreational and outdoor opportunity trends. Determine the unmet needs of residents. Determine the needs of the multiple demographics that make up the community. Identify and inventory all current park infrastructure and evaluate their conditions, usefulness, and lifespan. o Produce profiles for all park and facility structures or resources located in Wright Park that illustrate their current conditions. Profiles should include location, amenities, general assessments, and photographs. Identify the strengths, challenges and opportunities of the park, facilities, and potential for all available space. Propose site plans to address deficiencies and incorporate site improvements. Priority will be given to energy efficiency, public safety, adaptability, accessibility, ADA compliance, aesthetics, maintenance, and desired outcomes given through community assessment and engagement. Create initial focus around the playset area. o Re-conceptualize Wright Park and its offerings for maximum usage and efficiency. Illustrate site improvements that are reasonable and financially feasible. o Make recommendations to remove or alter areas that no longer serve their intended purpose or have outlived their usefulness. o Suggest specific recommendations based on community feedback for use of nontraditional areas. o Also included is to inventory Utilities to determine the current need of the park and future improvements. This shall include, water, sanitary & storm sewer, electricity, natural gas, communications, and WIFI.
