Specifications include, but are not limited to: On behalf of the City of Omaha, the Douglas County Purchasing Agent is issuing this Request for Proposal for the purpose of selecting a qualified vendor to provide DNA Testing and FGG Analysis for OPD. The City of Omaha (CITY) on behalf of the Omaha Police Department (OPD) is requesting proposals from qualified and experienced vendors for 1) advanced human deoxyribonucleic acid (DNA) testing and 2) forensic genetic genealogy analysis (FGG) of evidentiary samples and suspect DNA profiles associated with unsolved cold case homicides. The CITY received Federal grant funding from the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), FY 2022 Prosecuting Cold Cases Using DNA program. As part of project activities, OPD seeks to re-test evidence samples that previously yielded incomplete suspect DNA profiles and perform forensic genetic genealogy analysis on complete DNA profiles from unknown suspects entered into the FBI’s Combined DNA Index System (CODIS) which have not produced any hits. Qualified vendors must provide proof of current ISO/IEC 17025 accreditation and compliance with the FBI Quality Assurance Standards for Forensic DNA Testing Laboratories.
